About Karolina Fil
Karolina Fil is a California-licensed RCFE Administrator with 25 years of experience owning, operating, and leading assisted living facilities. Her background is not that of a former employee turned consultant — it is that of a principal who built and ran large-scale organizations and answered directly for outcomes.
Her operational experience includes co-ownership of a large California RCFE, multi-site leadership overseeing hundreds of residents and teams of 200-plus employees, and direct responsibility for compliance, regulatory strategy, appeals, HR, billing, litigation response, and organizational culture.
She was selected to serve on an exclusive state-level advisory group responsible for designing updated ISP standards for the Assisted Living Waiver program — one of a small number of operators invited to shape statewide policy. She was among the first California operators to implement the ALW program during its pilot phase. She holds an active California RCFE Administrator license.
She is currently developing California's first RCFE-specific AI compliance agent — a tool giving facility operators real-time access to Title 22 guidance and operational consulting. This reflects her view that the future of quality senior care requires operators who lead with both human expertise and technological innovation.

Initial Case Review
Available upon execution of a consulting agreement and receipt of retainer. Includes preliminary review of matter facts, documentation, and identification of key Title 22 issues.
Retainer
A non-refundable retainer is required to open a file. Retainer amount varies based on matter scope and is applied against billed hours.
Consulting & Report Writing
Billed hourly. Covers record review, case analysis, standard-of-care evaluation, written opinions, declarations, and litigation support.
Deposition & Trial Testimony
Separate hourly rate applies for deposition preparation, deposition testimony, and trial testimony. Travel time and expenses billed at cost.
Insurance Carrier Analysis
Project-based exposure analysis available for reserve setting, claim valuation, and defense strategy in California assisted living matters.
